Facts” on Indiana's Major Moves
Plan
- In 2006, Indiana entered into an agreement
to lease the operation of the Indiana Toll Road
for 75 years in exchange for $3.8 billion.
- Governor Mitch Daniels directed the $3.8 billion
toward funding the state's 10 year highway, road
and bridge building plan. Indiana remains the
only state in the nation with a fully-funded
10 year transportation and infrastructure plan.
- More than $867 million will be spent on Major
Moves projects in 2007.
- In 2008, $1.2 billion will be spent on Major
Moves transportation & infrastructure projects
in Indiana
- In 2006, the first year of the 10-year plan,
$743 million was spent on Major Moves projects.
- In FY 2005, prior to Major Moves, only $244
million was spent in major construction, major
preservation and resurfacing projects.
Major Moves Projects
There are more than 400 highway construction projects
in the Major Moves program - which covers the
years from 2006 to 2015.
Major Moves projects include I-69 in southwest
Indiana, the Ohio River Bridges in Southern Indiana,
the Hoosier Heartland Corridor in North Central
Indiana, the Fort to Port Corridor in Northeast
Indiana, upgrading U.S. 31 from South Bend to Indianapolis
and major improvements to I-80 and I-65 (including
new interchanges) in Northwest Indiana.
There are two categories of work - new construction
and major preservation. New construction projects
include replacing bridges, adding lanes to existing
highways and constructing new roads. Major preservation
work includes rebuilding existing highways (without
adding lanes) and structural repairs to bridges.
Indiana Toll Road Concession Company (ITRCC)
- For the first time, the Indiana Toll Road will
collect tolls electronically allowing the 9 million
E-ZPass users in Illinois and states throughout
the Middle-Atlantic and Northeast regions a fully
compatible electronic tolling system.
- The ITRCC will make mandatory improvements
to the Indiana Toll Road including, adding a
third lane of travel in each direction between
milepost 10 and milepost 20 and more than $150
million in additional Toll Road improvements
in 2007.
- The ITRCC paid the Indiana State Police, who
patrol the Toll Road, $5 million for the construction
of a new State Police Post along the road and
will pay the Indiana State Police $6 million
annually (adjusted for inflation) to increase
the number of troopers patrolling the road from
45 currently to 70.
- ITRCC has invested heavily in the local economy,
including the $5 million purchase of new snow
plows, bought from dealers in South Bend, IN.
Investing in Indiana's Future Transportation
Needs
- The State of Indiana has invested $3.6 billion
from Major Moves Funds
- The Major Moves Funds have earned $543,243
per day in interest, more than $200 million.

- $2.1 billion has been designated to the Major
Moves Construction Fund and is managed by outside
managers
- $500 million has been designated to the Next
Generation Trust Fund and is managed by outside
managers
- $682,520,039 is invested directly by the Treasurer's
office to maintain liquidity for short term INDOT
projects
- $335 million went to immediate transportation
needs including payments to the toll road counties,
NW RDA and all 92 of Indiana's counties to assist
with local infrastructure needs
